Head quarters,

HONG KONG.

28th December,

1014

In continuation of my secret letter No. K/617 dated 18th December, 1914, I have the honour to state that I have since spoken to His Excellency the Governor of Hong Kong on the subject of the appointment of a Police Officer from India, and he has agreed with me as to the great des- irability of such a step.

I would suggest that steps be taken to move the Indian Authorities to assist in the matter. It would be to

their advantage to have an Officer of Indian experience here to check sedition and to inform the Criminal Invest-

igation Department of what is going on.

I have the honour to be,

sir,

Your obedient Servant,

(Sdg.) F.H.Kelly

Fajor General,

Commanding the Troops in

South China.
